Top US officials have testified before congress today that situation in Japan has a reached a catastrophe of proportions on par with Chernobyl. Both the Secretary of Energy Steven Chu and Gregory B. Jaczko, the chairman of the Nuclear Regulatory Commission gave dire testimony before the The House Energy and Commerce committee.
At this point both the primary and secondary containment vessels at the Fukushima nuclear reactor #4 are breached. To make matters worse radiation readings taken by the US indicate that the cooling pond is empty indicating which means the fuel rods are in a state of complete meltdown with no cooling to counteract the meltdown in progress.
The latest reports out of Japan are that plant operations have been once again suspended due to the extremely high lethal levels of radiation coming out of the plant. Helicopters that were dumping water and boric acid onto the plant from the air have been called off as well. The news comes on the heels that the US has issued a 50 mile evacuation zone around the plant.
Highlights of the testimony from the NY Times:
Radiation levels outside of the plant are lethal within a very short period of time.
Representative Michael Burgess, Republican of Texas, asked for detail about the radiation levels at the Japanese nuclear plant. “Are we talking about radiation equivalent to a chest X-ray? A CAT scan?’’ he asked.
Mr. Jaczko replied, “Levels that would be lethal with a fairly short period of time.’’
“It’s certainly a more recent development than we’ve seen, these very, very high readings,’’ the commission chairman said.
US Embassy tells all Americans within 50 miles to evacuate the area.
The American Embassy in Tokyo has told American to evacuate to a radius of “approximately 50 miles” from Fukushima, the chairman of the Nuclear Regulatory Commission testified before the House subcommittee, based on advice from the commission.
The advice reflects a far more grave assessment of the situation at the stricken reactors than the decisions made by the Japanese themselves do; the Japanese have told everyone within 20 kilometers, about 12 miles, to evacuate, and those between 20 and 30 kilometers, or about 19 miles, to take shelter. And the recommendation comes as the Japanese government has indicated that it will be releasing less information about the situation.
The recommendation was based on what the commission would do “for a comparable sitiuation in the U.S.’’ said the chairman, Gregory Jaczko.
A complete meltdown at reactor#4 has caused the cooling pond to boil completely dry.
Mr. Jaczko (pronounced YAZZ-koe) said the commission believed that all the water in the spent fuel pool at Fukushima Daiichi unit 4 had boiled dry and that as a result, “we believe that radiation levels are extremely high, which could possibly impact the ability to take corrective measures.”
In fact, experts say that it would be hard to approach a pool that was dry because radiation levels would be so high, he said. In a normally operating pool, the water provides not only cooling but radiation shielding.

Spent nuke fuel pool may be boiling, further radiation leak feared

A nuclear crisis at the quake-hit Fukushima No. 1 nuclear plant deepened Tuesday as fresh explosions occurred at the site and its operator said water in a pool storing spent nuclear fuel rods may be boiling, an ominous sign for the release of high-level radioactive materials from the fuel.
Tokyo Electric Power Co. said the water level in the pool storing the spent fuel rods at its Fukushima No. 1 nuclear plant's No. 4 reactor may have dropped, exposing the rods.
The firm said it has not yet confirmed the current water level or water temperature in the pool and will try to pour water into the facility from Wednesday through holes that were created following an explosion earlier Tuesday in the walls of the building that houses the reactor.
Unless the spent fuel rods are cooled down, they could be damaged and emit radioactive substances. The government's Nuclear and Industrial Safety Agency urged TEPCO to inject water into the pool soon to prevent heating of the fuel rods.
TEPCO said Tuesday night that its workers were unable to remain in the central control room at the Fukushima No. 1 plant due to high radiation levels and retreated to a remote site to monitor data on the reactors.
At 6:14 a.m., a blast occurred at the No. 4 reactor and created two square-shaped holes about 8 by 8 meters in the walls of the building that houses the reactor. At 9:38 a.m., a fire broke out there and smoke billowed from the holes.
The utility said it could not deny the possibility that the early morning explosion was caused by hydrogen generated by a chemical reaction involving the exposed spent nuclear fuel and vapor.
Chief Cabinet Secretary Yukio Edano said at a press conference, ''We believe very high-level radioactive substances have not been emitted continuously from the No. 4 reactor,'' citing radiation monitoring data at the plant.
The nuclear agency said the water temperature in the pool stood at 84 degrees C as of 4 a.m. Monday, higher than the normal level of 40 to 50 degrees. Usually, the upper tip of the fuel rods is at a depth of 10 meters from the surface of the pool, it said.
Agency officials said the fuel rods will not reach criticality again as they have been stored in racks containing boron to prevent it.
Edano said water temperatures in the pools at the No. 5 and No. 6 reactors at the Fukushima plant have been rising as well.
The three reactors were not in service when a magnitude 9.0 earthquake jolted Fukushima Prefecture and other areas in northeastern Japan on Friday.
The agency said among the three, the situation is the severest at the No. 4 reactor because all the fuel rods are stored in the pool due to the change of the reactor's shroud. At the No. 5 and No. 6 reactors, up to one-third of the rods are being kept in the pools. The more fuel rods that are kept in a pool, the more radioactive substances could be emitted.
The new development followed a critical situation at the No. 2 reactor at the Fukushima plant earlier in the day, in which part of the reactor's containment vessel was damaged following an apparent hydrogen explosion at 6:10 a.m.
TEPCO said the problem could develop into a critical ''meltdown'' situation, in which fuel rods melt and are destroyed, emitting massive amounts of radioactive materials into the air.
Prime Minister Naoto Kan urged people living within 20 to 30 kilometers of the plant to stay indoors, after radiation equivalent to 400 times the level to which people can be safely exposed in one year was detected near the No. 3 reactor at the plant.
Residents within a 20-km radius have already been ordered to evacuate the area following Saturday's hydrogen blast at the plant's No. 1 reactor. The transport ministry also banned aircraft from flying within 30 kilometers of the nuclear plant to prevent possible radiation exposure.
''The danger of further radiation leaks (from the plant) is increasing,'' Kan warned the public at a press conference, while asking people to ''act calmly.''
Edano said the high radiation level detected at 10:22 a.m. after the explosions at the No. 2 and No. 4 reactors ''would certainly have negative effects on the human body.''
The utility firm said later in the day the massive radiation amount of 400 millisievert per hour, or 400,000 microsievert, was recorded around debris in front of the No. 3 reactor and that the material may have come from the nearby No. 4 reactor.
TEPCO has been continuing operations to pour seawater into the troubled No. 1, 2 and 3 reactors to prevent overheating and further damage to their containment vessels. But despite the injection of water, fuel rods in the three reactors remain partially exposed.
The cores of those three reactors at the plant are believed to have partially melted following the devastating quake.
The country's strongest recorded quake, also one of the largest in global history, caused the three reactors, which were all operating at the time, to automatically shut down.

Another CIA agent arrested


Pakistani authorities have arrested a US government security contractor amid a worsening spy agency row between the countries, with Pakistani intelligence calling on the Americans to "come clean" about its network of covert operatives in the country.
The arrest came at the start of the murder trial of another American held in Pakistan, the CIA agent Raymond Davis.
Peshawar police arrested Aaron DeHaven, a contractor who recently worked for the US embassy in Islamabad, saying that his visa had expired.
The people of Pakistan will revolt amid rising tensions in an already volitile atmosphere of anti-American backlash on a world wide scale. The empire that the US has sought to build is crumbling like all empires have before them. The war in Afghanistan is the reason that the CIA is fanning a kind of furnace in Pakistan. They need to keep the Taliban resistance up to require the presence of NATO and US troops in Afghanistan until the pipeline from the petroleum rich Caspian Basin is built by 2014. Hence the draw down date for troops. The war has always been about energy and coporatism. Coporate financed wars equate to FASCISM. One day we will go to war over rice or water. Time to end the corporate driven wars. If Davis and DeHaven are given a free pass to leave, Pakistan will follow the path of Egypt. Another shift in a geopolitical stance against US driven policy. Keeping in mind Pakistan is a nuclear armed power, who will be in control of those weapons? Americans will soon learn they cannot kill with immunity. Killing is still killing, no more blood for oil. Accused swindler Starr invested in ‘private CIA’

Kenneth I. Starr, the disgraced financial adviser with an A-List stable of Hollywood
clients, was a major investor in GlobalOptions, a controversial Washington firm that once
billed itself as “a private CIA,” financial filings show.
Starr is charged with swindling at least $59 million from a glittering list of film and
media stars including Uma Thurman, Al Pacino, Martin Scorsese, Neil Simon,
newscaster Diane Sawyer and photographer Annie Leibovitz.
Federal agents found him hiding behind coats in his closet on May 27, "forcing them to
yank him out by the collar," the Associated Press reported.
Starr “was an early investor in GlobalOptions,” according to a former employee. SEC
filings show that he had major investments in the company as recently as January 2009.
Since its founding in 1998, GlobalOption’s board of directors has also included Starr’s
son, Ronald, who is also managing director of his father’s investment firm.
So many of Starr’s clients were stockholders in GlobalOptions that the company felt
compelled to tell the SEC that the cross-ownership “would not interfere with [Starr’s]
independence, as defined by Nasdaq’s rules and regulations."
GlobalOptions was founded by Neil C. Livingstone, a behind-the-scenes adviser to
Reagan White House official Col. Oliver North during the arms-for-hostages deal with
Iran. Livingstone left the company in late 2006 to start a similar firm, Executive Action
LLC, headquartered in Dupont Circle. He took GlobalOptions' "private CIA" with him.
“Think of us as a McKinsey & Company with muscle,” a brochure for Executive Action
says, "a private CIA and Defense Department available to address your most intractable
problems and difficult challenges."
While Livingstone was still CEO of GlobalOptions, the firm said its foreign clients
operated "primarily in Russia and the Caribbean,” according to an SEC filing unearthed
by Harper’s magazine blogger Ken Silverstein in 2007.
One was Ukrainian businessman Dimytro Firtash, who “brokered several billion-dollar
deals between Gazprom and the government of Ukraine,” which drew “criticism from the
U.S. ambassador to the Ukraine at the time for the deals’ lack of transparency,” according
to the Wall Street Journal.
Now headed by Harvey Schiller, a former sports and broadcasting business executive and
onetime executive director of the U.S. Olympic Committee, GlobalOptions today stops
short of advertising itself as “a private CIA.”
But the heart of its business remains in security services and corporate intelligence.
“With a single call, through a single point of contact,” the company’s brochure says, “you
can access our entire array of international risk services – from security and
investigations, to disaster preparedness and management, to fraud prevention and
litigation support.”
The company did not return a call seeking comment.
Livingstone, reached by telephone Friday, said he is no longer privy to the internal
workings of GlobalOptions, but doubted the firm was damaged by the collapse of Starr’s
financial empire.
“I don’t think it will hurt them,“ he said.
Livingstone, who was once accused by GlobalOptions of stealing the firm’s clients -- "it
was settled in my favor,” he said -- also said none of Starr’s clients invested in Executive
Action.
The Paris-based newsletter Intelligence Online reported Thursday that GlobalOptions
“carried out numerous missions on behalf of Kenneth Starr and his clients” when
Livingstone ran the company.
But Livingstone, now mulling a run for governor in Montana, his home state, described
the "missions" as “the routine problems and issues that show business people get into” --
stalkers, missing children, accusations of sexual dalliances, property stolen by household
help and the like. “Mundane stuff, nothing spooky or unusual,” he maintained.
Two principals of GlobalOptions, former FEMA chief James Lee Witt and former New
York City police commissioner Howard Safir, recently announced their departure from
the company, shortly before the Starr indictment was handed down.
The company’s advisers have included such national security luminaries as former FBI
directors William S. Sessions and William H. Webster (who also headed the CIA in the
1980s), former CIA director James Woolsey and former NATO commander Wesley
Clark.

125,000 shares of our common stock held by SR II, LLC, of which Mr. Safir is a control
person. Mr Safir disclaims beneficial ownership with respect to the shares held by SR II,
LLC, except to the extent of his pecuniary interest therein. Mr. Safir is the Chief
Executive Officer of our Security Consulting and Investigations unit.
(58) Consists of 56,033 shares of our common stock and 802,318 shares of our common
stock held by the James L. Witt Revocable Trust U/A/D 12/28/05, of which Mr. Witt is
the trustee. Mr. Witt is the Chief Executive Officer of our Preparedness Services unit.
(132) Consists of shares of our common stock. Mr. Clark is our Senior Vice President,
Domestic and International Security. Mr. Clark is also Chairman of the Board of
Directors of Rodman & Renshaw Holding, LLC, the parent company of Rodman &
Renshaw, LLC, which delivered a fairness opinion in connection with our Equity
Restructuring and received a fee of $150,000 in connection therewith.
(134) Consists of 1,360 shares of our common stock and 5,522 shares of our common
stock issuable upon exercise of stock options. Mr. Sessions is a member of our Senior
